Support is to include maintenance, repairs, provision of spares and obsolescence management. Support is to be provided 24/7, 365 days of the year.

The procurement falls outside the scope of application of the Directive

Explanation

The Single Source route has been utilised in accordance with PCR 2015 Reg 32(2)(b)(ii) where competition is absent for technical reasons. The pallet handing system is severely impacted with obsolescence issues, and there is limited technical information available to develop the necessary documentation for a competition due to the age of the equipment. Logistex has acquired a knowledge of this aged equipment, built over an 11.5-year period, holding first-hand knowledge and experience of the obsolescence and issues that have surfaced through the maintenance of this equipment during a previous contract.
