Justification for selected award procedure:
Extreme urgency brought about by events unforeseeable for the contracting authority and in accordance with the strict conditions stated in the Directive
Explanation
Severe difficulties experienced by previous contractor in delivering the required works to the standards and prices tendered, not attributable to the contracting authority; given the nature of the works, which includes works to residential homes - a failure to do so could lead to health and safety issues, there is a need to appoint a replacement contractor as soon as possible; this contract will be for a relatively short period only as an interim measure to ensure the continuity of service provision. A procurement will be commenced in May 2025 in compliance with the requirements of the Procurement Act 2023.
