Abstract

1. Background Community and Voluntary Support Conwy (CVSC) is seeking to commission a suitably experienced consultant to undertake a focused asset mapping exercise of community transport provision delivered by the third sector across the County Borough of Conwy. Community transport is a vital service in this predominantly rural area, often acting as a lifeline for people who are socially isolated or lack access to public or private transport. This project aims to build a clear and up-to-date picture of what community transport exists, where gaps lie, the implications of legislation and regulation, and where unmet need may justify investment in additional provision. The findings will support CVSC in influencing policy and practice, and in identifying funding opportunities to strengthen and expand community transport in the area.

1. Background

Community and Voluntary Support Conwy (CVSC) is seeking to commission a suitably

experienced consultant to undertake a focused asset mapping exercise of community

transport provision delivered by the third sector across the County Borough of Conwy.

Community transport is a vital service in this predominantly rural area, often acting as a

lifeline for people who are socially isolated or lack access to public or private transport.

This project aims to build a clear and up-to-date picture of what community transport

exists, where gaps lie, the implications of legislation and regulation, and where unmet

need may justify investment in additional provision. The findings will support CVSC in

influencing policy and practice, and in identifying funding opportunities to strengthen

and expand community transport in the area.

Scope of work

The successful consultant will be expected to:

 Identify and map existing third sector community transport initiatives, including

but not limited to:

o Dial-a-Ride schemes

o Community minibus projects

o Volunteer driver schemes (both those using personal vehicles and

minibuses

o Section 19 and Section 22 transport provision

 Assess the funding status of each initiative, distinguishing between:

o Fully funded and sustainable services

o Concessionary travel pass initiatives

o Underfunded or at-risk services

o Unfunded volunteer-led initiatives

 Identify gaps and unmet needs, particularly in areas where community transport

is limited or non-existent, with a focus on:

o Geographical coverage

o Availability for specific groups (e.g. older people, disabled people, those

with health conditions)

o Hours or days of operation

o Reasons for travel

 Engage effectively with Welsh and English-speaking stakeholders, ensuring

inclusivity and cultural awareness throughout the research process.

 Provide an evidence-based bilingual report, including:

o A summary of community transport provision in Conwy County

o Key findings on strengths, gaps, and unmet needs

o Recommendations for addressing gaps or areas requiring further

development, including funding and revenue streams

o Cost estimates for the delivery of potential future schemes

o Maps, tables or other visual aids to enhance understanding where

appropriate

o The final report must be delivered in both Welsh and English

3 Conditions for Participation

Minimum standards and qualification required

 Proven experience of research and evaluation in the voluntary and community

sector

 Knowledge of rural community issues, particularly transport and social isolation

 Familiarity with third sector community transport provision and legislation

 Strong analytical, mapping, and reporting skills

 Ability to present findings clearly and accessibly in both Welsh and English

 Cultural sensitivity and experience engaging with Welsh-speaking communities
