II.2.4) Description of the procurement
The Camden Adult Pathway Partnership (CAPP) is a small clinical team that provides nurse-led outreach to 16 supported accommodation sites across Camden, known collectively as the Adult Pathway. The service provides a health outreach model with a multi-disciplinary approach for single homeless people with complex needs, including ex-rough sleepers.
Following a direct award process, in accordance with Direct Award process C under the new
Provider Selection Regime (PSR), which came into force on the 1st of January 2024, the
Council are proposing to award a contract to University College London Hospitals NHS
Foundation Trust (UCLH) for a period of 11 months from 1st May 2025 until 31st March
2026 for a total cost of £251,471.92.

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this
contract is subject to the Health Care Services (Provider Selection Regime) Regulations
2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015
do not apply to this award. The publication of this notice marks the start of the standstill
period. Representations by providers must be made to decision makers by 27 April 2025.
This contract has not yet formally been awarded; this notice serves as an intention to award
under the PSR.
The proposed Contract Award decision has been made by the Director of Housing on 17th April 2025.
There were no Conflicts of interest identified among officers involved in the process.
In accordance with Direct Award Process C under the Provider Selection Regime, a thorough assessment of the proposed provider was undertaken against the following Key Criteria:

The UCLH submitted a robust response within the set financial envelope. The submission demonstrated strengths in all relevant areas of the key criteria.
