II.2.4) Description of the procurement

Manchester City Council Public Health Department is looking to enter into a contract for a social prescribing service in Manchester. The service provides social prescribing interventions for people in Manchester who have one or more long term conditions and/or whose social circumstances place them at risk of developing long-term conditions or becoming frequent users of health and care services in the future. Its focus is on connecting people to community-based sources of social and non-medical support, which includes time-limited one-to-one support where required.

Manchester City Council is intending to award the contract to an existing provider following Direct Award Process C under the Health Care Services (Provider Selection Regime) Regulations 2023.

The contract is for three years running from April 2025 to March 2028.

Explanation

This is a Provider Selection Regime (PSR) intention to award notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Procurement Act 2023 do not apply to this award. The standstill period begins on the day after the publication of this notice. Representations by providers must be made to the relevant authority by 1 May 2025. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR'.

The award decision-makers are officers in the Department of Public Health at Manchester City Council. No conflicts of interest or potential conflicts of interest of individuals making the decision were declared.

In its decision-making, the Council considered the following key criteria in its assessment:

- Improving access, reducing health inequalities, and facilitating choice (20%)

In its assessment against the Key Criteria, the decision-makers conducted a review of the service provided under the current contract as well as submissions from the existing provider regarding the future contract. Based on the assessment, the decision makers concluded the existing provider is satisfying the original contract and will likely satisfy the proposed contract to a sufficient standard
