The purpose of this Pre-Market Engagement Questionnaire (PME) is to gather information from the supplier market to assist Cardiff County Council in developing their procurement strategy and requirements for a dedicated housing tenant website.
The responses will help assess market capability and alignment with operational Maskedsinger2026 requirements explore key areas including website design, accessibility, bilingual functionality, hosting, security, and training. Please note that this exercise is for gathering information only and is not a call for competition, and responses will not be evaluated as part of any formal tender process. There is no commitment by the Council to undertake a tendering process following this PME. Expressions of InterestThe Council invites the marketplace to inform the Council’s procurement process and to this end would welcome any written submissions (Questionnaire enclosed) (not exceeding 5 pages) Our RequirementsThe Council intends to procure a supplier to deliver the following outcomes:
Design and develop a responsive, mobile-first website for housing tenants.Implement bilingual functionality (Welsh and English) in compliance with Welsh Language Standards (52–57).
Ensure full compliance with WCAG 2.2 AA accessibility standards, including provision of an independent accessibility audit report.Configure hosting and security, meeting UK public sector cloud impact assessment criteria, GDPR compliance, and UK/EU data residency.
Provide training and handover to Council administrators, enabling independent management of content.Deliver disaster recovery and backup strategy and confirm SLAs for uptime and incident response.
Transfer all source code, content, and assets to the Council upon completion.This Pre-Market Engagement Notice serves to alert the marketplace to this opportunity and enable the Council to use any gathered information to shape the proposed procurement.
