HCC is seeking to award a contract to a service provider for the provision of auditing activities for verifying the origin of Protected Geographical Indication (PGI) Welsh Lamb and Welsh Beef products for a three-year duration, commencing on 01 July 2026.
HCC act as guardians of the PGI Welsh Lamb and PGI Welsh Beef designations. These PGI designations are part of the UK Geographical Indication (GI) schemes, administered by Defra, which protect PDO, PGI, and TSG product names in Great Britain. These schemes are the direct domestic successor to the EU system originally created by Regulation (EC) No 510/2006.
In order to fulfil its responsibilities and to ensure that the integrity of the PGI Welsh Lamb and PGI Welsh Beef designations is protected, HCC is seeking a service provider to support the authentication and verification of branded PGI Welsh Lamb and PGI Welsh Beef across the supply chain (from processing to consumer facing). As part of the service the provider will undertake auditing activities to verify the origin of branded products.

HCC requires tenderers to provide the following services in accordance with best practice. In their responses, tenderers should indicate how they would deliver these requirements.
• Collect, analyse and report samples of PGI Welsh Lamb and PGI Welsh Beef products for verification of origin.
• Organise and implement audits of businesses within the food supply chain (from processing to customer facing i.e. food outlets) where branded Welsh Lamb and/or Welsh Beef products are available.
• Provide quarterly reports to HCC on auditing results and provide ongoing access to auding progress
• Report and meet agreed Key Performance Indicators (KPIs) with HCC.
The method for verification of origin within the product should be highlighted in the tender with an explanation of how the process is implemented.
