Abstract

Cartrefi Conwy Cyfyngedig is seeking to appoint a suitably qualified and experienced provider to deliver funding assessment and treasury management advisory services. The contract will support the organisation in achieving its growth and business plan objectives through the provision of strategic funding advice, refinancing support, and ongoing treasury management guidance. The services will include an initial appraisal of funding options and borrowing capacity, including review of existing loan portfolios and consideration of both traditional and innovative funding structures. The successful supplier will be required to provide advice to support the development of funding strategies, including, where appropriate, the refinancing or restructuring of existing arrangements, and to assist with the implementation of approved strategies. The contract will also include ongoing annual treasury advisory services. This will encompass advice on treasury management strategies and policies, interest rate and financial risk management, counterparty credit exposure, liquidity management, business plan assumptions, and support with lender engagement and market transactions. The services will support effective governance and decision-making by senior officers and the Board, including reporting and presentation of advice where required. The contract will run for an initial period of three years, with an optional extension of one further year at the Authority’s discretion. Total quantity or scope of tender

The estimated overall size of the contract is a maximum aggregate value of one hundred and forty‑one thousand pounds exclusive of VAT, calculated by reference to historic expenditure over the previous contract term, over the full potential contract period of three years with an option to extend for a further one year.

This figure represents an estimate of the maximum potential spend under the contract and is not a guarantee of volume or value. Actual expenditure will depend on requirements commissioned during the contract period.

3 Conditions for Participation

3.1

Minimum standards and qualification required

Participation in this procurement is subject to Tenderers meeting the minimum Conditions of Participation set out in the Invitation to Tender and Procurement Specific Questionnaire.

Tenderers must satisfy the Authority that they meet minimum requirements relating to professional standing and integrity, have appropriate insurance in place, and possess relevant recent experience of delivering funding and treasury advisory services for housing or comparable organisations.

Tenderers that do not meet the Conditions of Participation will not be evaluated further.

Additional Information

All procurement documents are available electronically via the Sell2Wales e‑Tendering Portal.

Clarification questions must be submitted via the portal by the stated clarification deadline of 09:00, 29th April 2026. Responses to clarification questions will be shared with all Tenderers through the portal.

Presentations will form part of the quality evaluation for Tenderers who meet the minimum quality threshold, as set out in the Invitation to Tender. Under the terms of this contract the successful supplier(s) will be required to deliver Community Benefits in support of the authority’s economic and social objectives. Accordingly, contract performance conditions may relate in particular to social and environmental considerations. The Community Benefits included in this contract are:

Given the nature of this professional advisory services contract, community benefits will not form part of the scored evaluation and will not influence the award decision.

Tenderers are, however, encouraged to outline any voluntary social value or community contributions they may offer during the contract period. This may include, for example, corporate volunteering, community or charitable engagement, or alternative forms of contribution such as contract rebates or support aligned with the Authority’s objectives.

Any such proposals are non‑mandatory and will not be assessed or scored, but may be discussed with the successful Tenderer following contract award.

The buyer considers that this contract is suitable for consortia bidding.
