he Council is seeking a single experienced Provider to deliver a targeted smoking and vaping cessation intervention for Children and Young People (CYP) delivered predominantly within secondary school settings on a phased approach within Derbyshire (excluding Derby City). The service will align with the national Stopping the Start Strategy and Derbyshire County Council Public Health Strategic Plan.
The service will support pupils aged 12 and over who wish to stop smoking, vaping, or both. It will be informed by best practice in line with NICE guideline NICE NG209, and delivered by certified National Centre Smoking Cessation and Training (NCSCT) stop smoking practitioners embedded within the school community. Delivery will include effective partnership working to avoid duplication and enhance existing prevention activity.
The Youth Vaping and Smoking Cessation Service will commence on 01 September 2026 for a period of 2 years to 31 August 2028. Subject to available funding and successful delivery of Phase 1 and evaluation, the Council may at is discretion approve delivery of Phase 2 for year 3 from 01 September 2028 to 31 August 2029.
A mobilisation period will run from 14 May 2026 to service commencement date on 01 September 2026 (see Mobilisation Section) and will be non-chargeable; no fees or cost incurred during this period will be payable by the Council.

The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of the Public Contracts Regulations 2015 do not apply to this award. The publication of this notice marks the start of the standstill period. Representations by providers must be made to the relevant authority by 01 May 2026. This contract has not yet formally been awarded; this notice serves as an intention to award a contract under the competitive process of the PSR.
