II.2.4) Description of the procurement
The Authority intends to award a single Contract, which will operate across the geographical boundaries of the London Borough of Southwark. The provider(s) will have at least one fixed base Care Quality Commission (CQC) registered site from which the Service will be provided as well as a requirement to deliver the Service in a variety of locations throughout the borough. To facilitate the continuity of care needs of people leaving prison in other localities with a continued drug and / or alcohol support need, through the gate provision will be required to operate outside of the Southwark borough boundaries.
The Contract is anticipated to commence delivery on 1 April 2027 for an initial period of five (5) years which will include the option, at the Authority’s sole discretion, to extend up to a maximum period of five (5) further years in increments of two (2) years, plus two (2) years, plus one (1) year through the implementation of the extensions (subject to the successful Supplier’s adherence to the Contract and annual reviews).
The estimated maximum annual and lifetime Contract values are proposed in relation to facilitating potential further investment in the Contract throughout its term, which may comprise the inclusion of new Service areas and / or non-guaranteed inflationary uplift. Proposed annual funding at the point of the Procurement opportunity is £6,340,000, with a total estimated maximum lifetime contract value of £63,400,000 (£31,700,00 for the initial five (5) year contractual term). Suppliers must note that the Authority will be assessing Tender submissions based on an annual estimated maximum Contract value of £6,340,000 through this Procurement exercise.
The estimated maximum Contract value is up to £7,399,584 per annum, with a total estimated maximum lifetime contract value of £73,995,840 inclusive of extensions. Suppliers should note that the Contract will be funded in totality from the Public Health Grant (from the Department of Health and Social Care), with an indicative financial settlement provided for the period between 1 April 2027 – 31 March 2029. Funding arrangements for the Contract beyond 31 March 2029 are not known at the time of the Procurement. The Procurement documents (Pricing Schedule) confirm any Service areas that have a minimum budget and spend requirement.
For absolute clarity, the ‘possible’ £1m per annum additional funding is not currently available and Supplier proposals must not exceed an annual funding envelope of £6,340,000 (£31,700,000 for the initial five (5) year contractual term). Any additional investment on a future date during the contractual term will be subject to negotiation between the Authority and Supplier. The Supplier shall be required to complete a Pricing Schedule for the Service, and a Contract Variation will be issued to them as an official instruction to provide additional services for the remaining contractual term. Suppliers should note that this does not bind the Authority to commission the successful Supplier to deliver any additional service during the term nor to any inflationary uplift.
To support continuity for people engaged with the existing All-Age Integrated Drug and Alcohol Treatment System (AIDATS) Contract that this new Contract will replace, it is expected that, at Contract commencement, all active service users will transfer to the successful Supplier. Transfer of existing care and support packages is within the scope of this Procurement, the exact numbers of which will be determined during the Contract Mobilisation period.
This is a Provider Selection Regime (PSR) Contract Notice. The awarding of this contract is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. For the avoidance of doubt, the provisions of The Procurement Act 2023 do not apply to this procurement.
