The procurement falls outside the scope of application of the Directive
Explanation
This contract was awarded as a call-off from an existing framework agreement that had been established following a compliant procurement process, which included a prior call for competition published in accordance with applicable procurement regulations.
The framework agreement permitted participating contracting authorities to award call-off contracts without further publication of a contract notice. The award of this contract was therefore lawfully made in accordance with the terms of the framework agreement and Regulation 33 of the Public Contracts Regulations 2015.
