Abstract

We are seeking a suitably skilled and experienced supplier to deliver further DDP PACE training to approximately five to seven local authorities in Wales. This will include a mix of returning authorities opening new residential children’s homes and authorities new to this offer. The successful supplier must: ~be registered with DDP Connects UK as a DDPI‑approved trainer/consultant/practitioner or organisation; ~have demonstrable experience of working with looked after children, particularly within residential care settings; ~and have knowledge of the Welsh public sector and relevant legislation. Training Delivery For each local authority, training must be delivered in person over two consecutive days at a local venue. Training must be comprehensive, engaging and interactive, with practical learning tailored to residential children’s home teams. Given the varied experience levels across teams, suppliers must demonstrate flexibility in adapting the level and focus of training. Training delivery dates will be aligned with the recruitment and registration of new homes and the needs of restructured, operational homes. The supplier must therefore be able to demonstrate flexibility and accommodate short‑notice delivery where required. Follow‑up Support and Evaluation Following training, the supplier must provide follow‑up virtual therapeutic consultation over a six‑month period, comprising four 2‑hour sessions with teams and four 1‑hour sessions with management, to support the embedding of PACE practice. This support must also provide reflective feedback on team development, emerging themes and ongoing challenges, and identify any additional support needs. Costs for follow‑up support must be included in the Financial Response. For each local authority, an end‑of‑intervention evaluation report is required, covering engagement, barriers, themes, impacts, outcomes, and illustrative quotes or case examples. Sustainability This phase of training will place a strong emphasis on sustainability, including options for additional training or the development of supervision and induction resources to support the continued embedding of PACE principles beyond the funded intervention period.

Additional Information

We will be holding a preliminary market engagement session via MS Teams on:

Monday 11 May 2026, at 9am

The session will be hosted by Jessica Matthews (Head of Local Authority), Katie Jacobs (Children’s Social Care Manager) and a member of the Procurement team.

The session will begin with an outline of the requirements, with an opportunity for questions and answers to follow. The session will be recorded and shared with all interested suppliers.

If you are interested in joining a preliminary market engagement session, please email procurement@socialcare.wales advising the tender title and who will be joining.

Following the session the Sell2Wales question and answer portal will be live until 17:00 the following day, Tuesday 12 May, for any additional questions, as required.
