Abstract

Swansea Council is establishing a multi-supplier Framework Agreement for the supply, installation, commissioning, maintenance, and associated works relating to Positive Input Ventilation (PIV) systems across the Council’s housing stock and public buildings. The Framework provides a structured and compliant delivery mechanism that supports the Council’s strategic objectives for improving indoor air quality, reducing condensation and damp, enhancing resident wellbeing, and ensuring long-term building performance. This Framework will enable the Council to deliver high quality ventilation solutions consistently across a diverse range of property types, including houses, low-rise and high-rise flats, sheltered accommodation, communal blocks, civic buildings, operational depots, and community facilities. It also supports the Council’s broader commitments around energy efficiency, resident safety, and compliance with Welsh Housing Quality Standards (WHQS), building regulations, and damp and mould action plans
