As announced by the Chancellor at Mansion House on 19 June 2013, the Government was to undertake a review of the merits for creating a so-called 'bad bank' of RBS's risky and legacy assets. The Chancellor announced that the review would proceed urgently and conclude in the Autumn, as recommended by the Parliamentary Commission on Banking Standards and to reduce market uncertaintly. It was therefore necessary to commence implementation activities immediately after the announcement. The impact of not taking this route would have meant the Chancellor would not have been able to conclude the review into the case for an RBS bad bank in Autumn, thereby prolonging uncertainty over RBS's future with potential significant detriment to RBS, the Government's shareholding and broader financial stability.
