II.2.4) Description of the procurement
Mid Cheshire Hospitals NHS Foundation Trust is conducting a restricted exercise via OJEU with the aim to appoint a successful Transport Provider to work in partnership with it, in order to deliver a 1st class transport service to complement its linen service provision, to its customers. Expressions of Interest are being sought to participate in this Restricted Competition.
Following a competitive tendering exercise, Mid Cheshire Hospitals NHS Foundation Trust Laundry Department based at Leighton Hospital in Crewe, which trades under the name of Mid Cheshire Linen Services retained and was awarded a new 5 year contract by Shropshire NHS Trusts to collect, wash and return linen garments on behalf of its Trust properties. This contract commenced on the 1.4.2016. There is an option to extend this contract for a further period of 24 months (i.e. 2 x 12 month extensions).
It is envisaged that any contract awarded by Mid Cheshire Hospitals NHS Foundation Trust with regard to its customers in Shropshire will commence on the 1.4.2017 for a period of 4 years with (as mentioned earlier) a further optional 24 month extension period (12 + 12 months) to tie in with the current service.
The laundry Service operated by Mid Cheshire Hospitals NHS Trust operates on a strictly commercial footing and processes in excess of 7 000 000 textiles per annum, the bulk of which requires transportation to external clients, ordinarily at least 6 days per week ( i.e. Monday to Saturday each week inclusive of any Bank / Public Holidays ) all of which require deliveries / collection which are extremely time sensitive and need to be supported by a 24 / 7 call out arrangement and an emergency response time of 30 minutes from the receipt of the call to a vehicle arriving on the Leighton site.
Virtually all of the work processed is for NHS Trusts (i.e. either with Foundation Trust status or otherwise) who are all classified as essential service providers. This in turn dictates that all the latest guidance which relates to the operation of this function (i.e. HTM 01-04 / CP 01-04 ) must be known and not only must any chosen supplier comply and continually demonstrate their compliance with this guidance, but they must also do so with regard to any transport regulations.
The NHS is mandated to achieve carbon reduction targets over time and it is a requirement that any successful transport Contractor must assist all clients that it acts on behalf of.
It should be noted that there is an existing private sector transport contractor in place and that consideration must be given by anyone bidding that any relevant possible TUPE considerations be investigated by them.
The provision of Linen Services is extremely time sensitive, as mentioned earlier, and it is essential that contractors bidding for this opportunity are able to demonstrate experience of a contract of this nature.
