Short description of the contract or purchase(s)
NHS Property Services Ltd (NHS PS) is inviting Proposals for the provision of services via a Framework for Temporary Labour and Permanent Recruitment Services. It is the authorities intention to self-manage its Labour and Recruitment services.
Data provided for 2015/2016 shows that the estimated expenditure for Temporary Labour and Permanent Recruitment Services was 16 500 000 GBP. A continued programme towards Permanent recruitment is planned which will directly impact reliance on Temporary Labour.
There are approximately 400 temporary staff / specialist contractors currently engaged within NHS PS. Indicative analysis shows that these are equally divided across Lots 1-4 (100 posts each Lot) with a handful of senior Executive roles in Lot 5.
The Authority is seeking, through this procurement process, to appoint 1 or more service providers per Lot, to provide a Temporary Labour Solution and Permanent Recruitment Services throughout England.

Total quantity or scopeFor each Lot, the Authority is seeking experienced service provider/s to develop and provide proactive Temporary Labour and Permanent Recruitment services, which will reduce the current reliance on reactive Temporary Labour and will, as a result of robust measures to be put in place by the supplier over the term of the contract, reduce the Authority's spend on Temporary Labour and Permanent Recruitment services.
There are a number of agreements currently in place with different service companies which provide a mix of Labour services. It is the Authority's intention that the Contractors appointed as a result of this procurement exercise shall be able to provide services across all England operational zones within the scope of the Contract. Please refer to the Map of Operational Zones.
With regards to the mobilisation of the proposed Contract, it is important to note that there may be instances where Temporary staff are engaged under existing contracts. Therefore, if some contract expiry dates fall after the Contract commencement date, a staggered approach in order to add employees to the Contract will be required. |
