Et væsentligt antal europæiske lægemidler anvendes dog ofte inden for den sekundære sundhedspleje, og et sådant forbrug registreres ikke direkte i dataene vedrørende den almene lægepraksis. For desuden at øge generaliseringen af analyser samt at forbedre informationen vedrørende sjældent anvendte produkter er det ønskværdigt at indhente yderligere data om den primære sundhedspleje. Det er derfor højst ønskværdigt for agenturet at få adgang til mindst 1 yderligere datakilde af høj kvalitet vedrørende primær og/eller sekundær sundhedspleje. Denne datakilde skal som minimum kunne muliggøre kvantitative vurderinger af anvendelsen af lægemidler i et delsæt af europæiske lægepraksisser/hospitaler. Dette skal helst gøre det muligt at sammenkoble data vedrørende receptpligtige lægemidler med efterfølgende klinikhændelser samt med den aktuelle kliniske tilstand og de demografiske variabler for de enkelte patienter.

Die Agentur hat gegenwärtig Zugang zu allgemeinmedizinischen Daten des Vereinigten Königreichs, einschließlich Verschreibungen und Ereignissen betreffend die Gesundheit, die den einzelnen Patienten über anonymisierte Codes zugeordnet sind. Ein wesentlicher Anteil der europäischen Arzneimittel wird jedoch oftmals in Einrichtungen der sekundären Gesundheitsversorgung eingesetzt; eine derartige Verwendung ist nicht direkt in den allgemeinmedizinischen Daten erfasst. Es wäre außerdem wünschenswert, weitere Daten aus der primären Gesundheitsversorgung zu erhalten, um die Verallgemeinerbarkeit von Analysen zu erhöhen und die Informationen in Bezug auf selten genutzte Produkte zu erweitern. Daher ist es der Agentur sehr wichtig, ein Abonnement mindestens 1 zusätzlichen qualitativ hochwertigen Datenquelle zur primären bzw. sekundären Gesundheitsversorgung zu führen. Diese Datenquelle sollte quantitative Bewertungen bezüglich der Verwendung von Arzneimitteln zumindest in einem Teil der europäischen Arztpraxen/Krankenhäuser ermöglichen. Im Idealfall wäre eine Verbindung der Daten zur Arzneimittelverschreibung zu nachfolgenden klinischen Vorfällen sowie zum bestehenden klinischen Zustand und zu den demografischen Variablen der einzelnen Patienten möglich.

The Agency currently has access to UK general practice data including prescriptions and health events linked to unique patients through anonymising codes. However, a substantial number of European medicines are most often employed in secondary care settings and such use is not directly recorded in general practice data. Furthermore, to increase the generalisability of analyses and to increase the information concerning infrequently used products, it would be desirable to obtain further primary care data. Thus it is very desirable for the Agency to maintain a subscription to at least 1 additional high-quality source of primary and/or secondary care data. At a minimum this data source should allow quantitative assessments of the usage of drugs in a subset of European practices/hospitals. Ideally it would allow linkage of the drug prescription data to subsequent clinical events and to existing clinical status and demographic variables for individual patients.

La Agencia tiene acceso actualmente a los datos de medicina general de Reino Unido, incluidas las prescripciones y los eventos sanitarios relacionados con pacientes únicos mediante códigos anónimos. No obstante, un número significativo de medicamentos europeos se emplean más a menudo en el contexto de los cuidados secundarios y dicho uso no se registra directamente en los datos de medicina general. Además, con el fin de aumentar la generalización de los análisis e incrementar la información sobre los productos que se utilizan con poca frecuencia, sería deseable obtener más datos sobre la atención primaria. Por tanto, es muy deseable para la Agencia mantener una subscripción a al menos 1 fuente adicional de alta calidad de datos de atención primaria o secundaria. Como mínimo, esta fuente de datos debería permitir evaluaciones cuantitativas del uso de fármacos en un subconjunto de hospitales/clínicas europeas. Virastolla on tällä hetkellä pääsy Yhdistyneen kuningaskunnan (UK) yleislääketiedettä koskevaan tietokantaan, joka sisältää yksittäisiin potilaisiin suojaavien tunnusten avulla yhdistettyjä lääkemääräyksiä ja terveyttä koskevia tapahtumia. Huomattava määrä eurooppalaisista lääkkeistä käytetään kuitenkin yleensä jatkohoidon yhteydessä, jolloin niiden käyttöä ei tallenneta suoraan yleislääketiedettä koskeviin tietoihin. Analyysien yleistettävyyden parantamiseksi ja harvemmin käytettyjä tuotteita koskevan tiedon lisäämiseksi on suotavaa hankkia lisää myös perusterveydenhuoltoon liittyviä tietoja. Tämän takia virasto haluaisi erittäin mielellään jatkaa vähintään 1:n perusterveydenhuoltoa ja/tai jatkoterveydenhuoltoa koskevan korkealaatuisen tietolähteen tilaamista. Tämän tietolähteen avulla on pystyttävä tekemään ainakin määrällisiä arvioita eurooppalaisessa lääkärin vastaanottojen / sairaaloiden ryhmässä tapahtuvasta lääkkeiden käytöstä. L'Agence a actuellement accès aux données sur la médecine générale au Royaume-Uni, y compris aux prescriptions et aux événements sanitaires concernant des patients uniques, au moyen de codes anonymes. Cependant, un nombre considérable de médicaments européens sont le plus souvent utilisés dans les établissements de soins de santé secondaires, et cette utilisation n'est pas directement enregistrée dans les données sur la médecine générale. Par ailleurs, afin d'accroître le caractère généralisable des analyses ainsi que les renseignements concernant les produits qui ne sont pas souvent utilisés, il serait souhaitable d'obtenir d'autres données relatives aux soins primaires. Il est donc très souhaitable pour l'Agence de maintenir un abonnement à au moins 1 autre source de données de haute qualité sur les soins primaires et/ou secondaires. Mai mult, pentru a cre¿te generalizabilitatea analizelor ¿i pentru a cre¿te volumul de informa¿ii privind produsele utilizate rar, ar fi de dorit sa se ob¿ina mai multe date privind asisten¿a primara. Astfel, se dore¿te ca agen¿ia sa pastreze un abonament la cel pu¿in înca 1 sursa de înalta calitate de date privind asisten¿a medicala primara ¿i/sau secundara. Agencija trenutacno ima pristup podacima opce prakse u UK-u, ukljucujuci recepte i zdravstvene dogadaje povezane s jedinstvenim pacijentima putem šifri za anonimiziranje. Medutim, znatan broj europskih lijekova najcešce se primjenjuje u okruženjima sekundarne zdravstvene zaštite, a takva se upotreba ne evidentira izravno u podacima opce prakse. Osim toga, kako bi se povecala uopcenost analiza i kolicina informacija o proizvodima koji se rijetko upotrebljavaju, bilo bi poželjno dobiti dodatne podatke primarne zdravstvene skrbi. Stoga je iznimno poželjno da Agencija održava pretplatu na barem još 1 dodatni izvor podataka visoke kvalitete o primarnoj i/ili sekundarnoj skrbi. Taj izvor podataka treba barem omoguciti kvantitativnu procjenu upotrebe lijekova u podskupini europskih ordinacija/bolnica. U najboljem bi slucaju omogucio povezivanje podataka o receptu za lijek s kasnijim klinickim dogadajima i s postojecim klinickim statusom i demografskim varijablama pojedinacnih pacijenata.

Odwolanie do organu, o którym mowa w pkt VI.4.1, mozna zlozyc w ciagu 2 miesiecy od zawiadomienia o decyzji o udzieleniu zamówienia.

Prípadné pripomienky týkajúce sa výberového konania môžete predložit obstarávatelovi uvedenému v bode I.1.

Ak sa domnievate, že došlo k nesprávnemu úradnému postupu, môžete podat stažnost európskemu ombudsmanovi do 2 rokov od dátumu, ked ste sa dozvedeli o skutocnosti, na ktorej sa táto stažnost zakladá (pozri http://www.ombudsman.europa.eu). Takáto stažnost nebude mat za následok prerušenie, ani zacatie novej lehoty na predloženie odvolania.

Odvolanie môžete podat orgánu uvedenému v bode VI.4.1 do 2 mesiacov od oznámenia o pridelení zákazky.

Morebitne pripombe v zvezi s postopkom oddaje narocila lahko pošljete narocniku na naslov iz tocke I.1.

Ce menite, da je prišlo do nepravilnosti, lahko vložite pritožbo pri Evropskem varuhu clovekovih pravic v 2 letih od datuma, ko ste bili obvešceni o dejstvih, ki predstavljajo podlago za pritožbo (glejte http://www.ombudsman.europa.eu). O astfel de plângere nu are drept efect suspendarea termenului sau deschiderea unui nou termen pentru utilizarea cailor de atac.

În termen de 2 luni de la notificarea deciziei de atribuire se poate depune o plângere la organismul men¿ionat la punctul VI.4.1.
