Food Standards Scotland (FSS) require to place a contract with Civica Services Ltd to procure further IT services to develop its existing Operations Workflow System (OWS) that has been developed and delivered by Civica Services Ltd. FSS has identified a number of modules to have developed within OWS which will enhance our capability to provide accurate and timely data to customers; detailed Management Information (MI); increased confidence in the data used to charge Food Business Operators (FBOs) for the delivery of Official Controls (OCs); and improve decision making on resource deployment.

II.2.4) Description of the procurement
As part of the project to upgrade and improve Food Standards Scotland's OWS recently provided by Civica Services Ltd, the reporting functionality will be improved to enable users to both mine data and produce MI in a simple, accurate manner which is capable of replication. An Enforcement module will be created, with links to the existing UAI module to capture and report on all enforcement actions taken by Officers in Approved Establishments. The Welfare module will be enhanced to facilitate feedback from 3rd parties as well as modifying the welfare scoring method. The list of disease conditions will be amended within the Post-Mortem Module to align with those across the rest of the UK and provide customers (FBOs and farmers) with consistency in reporting.

Explanation
FSS have procured a system from Civica which delivers the IT solution for its Field Operations branch. FSS and Civica have worked together for almost 2 years in developing the system.
The system is divided into 2 elements.
1. APP. This is the primary application developed by Civica with which OWS is integrated and includes a database and a thick client application. APP holds an extensive database of Scottish and UK food premises and establishments including processors/farms, approved slaughter establishments and approved cutting establishments which is continually updated. APP synchronises with OWS by pushing all data to OWS at 5 minute intervals.
2. OWS is a bespoke web application developed by Civica which provides the data input, collection and reporting mechanism for FSS Field Operations. It comprises the web application (data input) and a Microsoft SQL reporting tool. The SQL reports on data from both the OWS web application and from APP.
Both APP and OWS applications are on 4 virtual servers sited in Saughton House Edinburgh.
Although FSS own the data which is collected in both APP and OWS, it is Civica UK Ltd that owns the Intellectual Property Rights (IPR) to the applications (ref: FSA399CITHS — Model ContractFINALFSA-Civica/ clause 17).
OWS cannot function without APP and FSS cannot use OWS independently of APP. Consequently any procurement of further enhancements to OWS can only be supplied by Civica UK Ltd.
