Abstract

The City Council seeks to procure an accommodation based service to support rough sleepers into a project designed to work together with individuals whom have compounding and complex mental health needs and challenging behavioural issues. The service will be looking at emotional regulation and the stress tolerances that lead to challenging behaviour. The provider will operate a 36 bed high support accommodation, mixed gender, mixed need with a focus on short term, recovery-focused interventions that will have long lasting effects. The provider will be expected to work in an adaptive way, meeting the needs of changing client groups and resettling individuals into appropriate ‘next stage’ accommodation quickly.

Westminster's Rough Sleeping team commissions services to help empower homeless and vulnerable individuals to rebuild their lives and find sustainable accommodation. To support the delivery of the Rough Sleeping Strategy 2017-2020 and the City Council's ‘City for All’ vision, we are looking to procure Rough Sleepers Frontline Accommodation Services, to be delivered in line with the Rough Sleeping Team's Key Commissioning Principles. The procurement will be split into two lots, reflecting the different needs of two different client groups. Further details on each lot can be found below.

The City Council seeks to procure a service to support rough sleepers into independent tenancies and licences where they may not otherwise be supported in traditional ‘hostel’ settings. The City Council is seeking to use 34 independent units across Westminster to enable individuals with a rough sleeping history to develop towards independence. The City Council is looking to providers to approach the project with fresh thinking, focusing on a strength based approach and ensuring individuals are supported through to independence in a timely, effective manner. There are a number of individuals already in the pathway, the contractor will be expected to work proactively with these individuals and move them through to more permanent solutions effectively.
