Norfolk Community Health and Care NHS Trust (NCHC), working in partnership with the Queen Elizabeth Hospital Kings Lynn NHS Trust (QEKL) and the James Paget University Hospitals NHS Foundation Trust (JPUH) (collectively known as the Collaborative Group), invite you to participate in a tender for General and Recycled Waste Services — in accordance with the instructions and specifications held within the attached documents.

The Collaborative Group is looking for a supplier to provide a General Waste Management and Disposal Service to locations in Norfolk and the boundaries of adjacent counties.. The successful supplier will ensure safe and compliant collection and destruction of waste, using registered waste carriers and permitted treatment and disposal sites. Successful suppliers will also provide bins and receptacles for the collection of general waste at a number of sites across Norfolk and the boundaries of adjacent counties.

Section IV: Procedure
IV.1) Description
IV.1.1) Type of procedure
Restricted procedure
- Accelerated procedure
Justification:
This collaborative requirement was previously competed under an NOE CPC Framework. This competition failed due to lack of participation by the framework suppliers.
We are therefore re-competing using a restricted procedure. Timescales truly preclude using the standard restricted process and the collaborative group are forced to use the Urgent Procedure.
However to alleviate tight timescales for bidders tender preparation, we are in a position to increase the standard 10 day response period to 26 days for receipt of ITT's.
