Abstract

Queen’s University Belfast (Queen’s) wishes to procure electronic components and associated products to be supplied and delivered to all Schools and Directorates within the University. Queen’s wishes to establish a Framework Agreement with no more than three Economic operators appointed who will supply electronic components and associated products at competitive prices and work with requisitioners in ensuring that the most appropriate product is supplied to meet their needs. Call off from this Framework Agreement is by means of ranking or a mini competition, the process for the 2 options are as follows:

Option 1: Ranked for each purchase, the requisitioner will be required to contract directly with the first ranked Contractor, unless:

— they confirm they do not have the capacity to provide the supplies,

— they cannot respond within the required timescales.

If any of these apply, then the second ranked contractor will be contacted, and so on.

Option 2: Mini competition for each purchase, a mini competition must be conducted between all 3 Contractors. Further competition will be on the basis of price only (100 %) or alternatively price/quality. In other words, the Schools/Directorates requiring the electronic components or associated products will contact all 3 appointed Economic operators outlining their requirements and a date by which the price must be submitted by. The Economic operator, which offers the most economically advantageous tender (quotation), as a result of each competition, will be awarded the business. The Economic operator will be required to supply and deliver components and associated products to multiple locations within Queen’s campus.
