Other suitable Framework Agreements are not currently available and the selected system needs to be installed, tested and available for use for 1.4.2019; therefore the provisions of Public Contracts Regulation 27(5) allow a shortened timescale for requests to participate in the procedure and the processes described in Public Contracts Regulation 29 (‘Competitive procedure with negotiation’) will apply.
