Consultancy for Newport Digital Business Improvement District

Description of the goods or services required

Newport City Council has submitted an application to Welsh Government to secure financial support for the appointment of a consultant to support the development and implementation of a Newport Digital BID. The Newport Economic Network (Digital Strand) will act as the local partnership, providing strategic direction, whilst the role of the consultant will be to guide and advise the local partnership and provide the necessary support to ensure the best possible chance of a successful outcome.

Consultants may bid for the work individually or as part of a consortium. The consultant (or team) should be able to demonstrate significant knowledge and experience in the following fields:

• Previous BID experience and knowledge

• Economic Development/ Business Support

• Project Management

• Training, Skills Development and/or Mentoring

The successful submission will provide a detailed programme and delivery schedule; however the following three phases should be included, and will need to be carried out with appropriate project management documentation which the Welsh Government may call upon for audit purposes:

1. Register your company on the etenderwales portal (this is only required once)

- Browse to the eSourcing Portal: www.etenderwales.bravosolution.co.uk

- Click the “Suppliers register here” link

- Agree to the terms and conditions and click “continue”

- Enter your correct business and user details

- Note the username you chose and click “Save” when complete

- You will shortly receive an email with your unique password (please keep this secure)

2. Express an Interest in the Project

- Login to the portal with the username/password

- Click the “ITTs Open to All Suppliers” link. (These are Pre-Qualification Questionnaires open to any registered supplier)

- Click on the relevant ITT (itt_69540 available from 10th August 2018) to access the content.

- Click the “Express Interest” button in the “Actions” box on the page.

- This will move the ITT into your “My ITTs” page. (This is a secure area reserved for your projects only)

- Click on the ITT code to access the content

3. Responding to the tender

- You can now choose to “Create Response” or “Decline to Respond” (please give a reason if declining)

- You can now use the ‘Messages’ function to communicate with the buyer and seek any clarification

- Note the deadline for completion, then follow the onscreen instructions to complete the ITT

- There may be a mixture of online & offline actions for you to perform (there is detailed online help available)
