Justification:
Due to delays outside of the control of the buyer the required data to issue the tender was not available sooner. Should this tender not be issued on an accelerated procedure the Trust will not have adequate time to secure a new contract and transfer supplies, if required, ahead of the current contracts end. This would cause the Trust to be penalised by the existing suppliers and cause them financial detriment for delays outside of their control.
