II.2.14) Additional information
UCLH wish to procure a partner to dispense outpatient medicines from dispensary sites at University College Hospital (UCH) and the Macmillan Cancer Centre (MCC) in a phased implementation plan. The work at the sites could also include some prescriptions for The National Hospital for Neurology and Neurosurgery (NHNN) which is a part of UCLH.
There is also the possibility of a further dispensary site and workload at Mortimer Market (MM), Caper Street, London, a facility currently run by UCLH for Central and North West London NHS Foundation Trust (CNWL). If CNWL decide to join the scheme, they will wish to do so at the same time as the MCC, at the start of the contract.
The Trust intends to granted access to the appointed partner to purchase medicines at NHS national, regional and local contract prices for the purposes of the scheme.
The partner may have the opportunity to sell over the counter (i.e. non-prescription) (OTC) medicines at all the sites.
The partner is expected to work with the Trust to share opportunities for training, education and development that may include pre-registration pharmacy technicians or pharmacists from each organisation rotating between the Trust pharmacy and the outpatient pharmacies.
The appointed provider will also be expected to put forward proposals for the re-fit of pharmacy areas of each site although some of the work will have to be carried out by the PFI provider/Trust's own contractors. Where works are to be carried out by the partner, it will be subject to the supervision and approval of the PFI provider/Trust.
The scope of the contract is dispensing, screening, procuring and storing outpatient medicines at several sites. The estimated volume of outpatient drug items (i.e. 1 drug formulation in 1 strength) dispensed is as follows:
— 95 000 MCC per annum,
— 92 500 UCH per annum,
— 35 000 MM per annum.
There may be an opportunity to sell OTC items at all sites but no current opportunity for any retail items.
The services will be provided to UCLH but the contract may be extended to include work on behalf of CNWL at MM.
The potential return to the appointed provider from providing services and the OTC sales will depend on many commercial and demand factors. Bidders should seek independent legal and commercial advice in relation to the potential value of the opportunity of the scheme as a whole.
The contract falls within the light regime services category under Regulation 74 of the Public Contracts Regulations 2016 and the Trust reserves the right to vary the open procedure under the flexibilities permitted under Regulation 76 in the conduct of the procedure.
The Contracting Authority reserves the right not to award the opportunity or to award only part (or a different arrangement) of the opportunity described in this Contract Notice.
