II.1.4) Short description
Whg is seeking to appoint a single Contractor to provide comprehensive Grounds Maintenance Services to communal areas which are situated around High/ Low Rise and Bungalow schemes located predominantly in and around the borough of Walsall. As whg continues to grow, the service requirement from the successful provider may continue to expand beyond Walsall into the wider Midlands area. Services include grass cutting (cut and collect in most instances), shrubs, hedges, flower and rose beds, hard surfaces and other activities generally associated with grounds maintenance. This ITT process will be managed via our electronic tender solution hosted by Due North (referred to in this document as “The Portal”). All document exchange and communication between whg and selected Tenderers will always be via The Portal. The Portal provides a secure, auditable and efficient method of exchanging information and documents between the parties.

II.2.4) Description of the procurement
The proposed scope of the Grounds Maintenance comprised of grass, shrubs, hedges, flower and rose beds, hard surfaces, litter picking and other activities generally associated with landscaping/grounds maintenance. Some demolition sites exist and a list of existing exisiting Japanese Knotweed sites are included in documentation. Removal of bulk rubbish and fly tipping will not form part of the scope of the works for this contract. The provision of an 'on demand' out of hours service will also be required. Further comprehensive details of the scope of Grounds Maintenance services will be provided in the tender documents.whg does not bind itself to accept the lowest Tender or any Tender and will not be responsible for, or pay any expenses incurred by the Tenderer in the preparation of this tender. Relevant and proportionate suitability assessments will be undertaken e.g. mandatory and discretionary exclusions: taxes, bankruptcy, misconduct and other situations referred to in the 2015 Regs. whg will also check that any bidder has the legal and financial capacities and the technical and professional abilities to perform the contract. The Transfer of Undertakings (Protection of Employment) Regulations 2006 (“TUPE”) is likely to apply to the workforce of the incumbent contractor(s) in relation to the Services under the Contract, however, ultimately whether or not TUPE applies is a matter of law. The entire process will be carried out electronically via 'The Portal'. Please complete all questions within The Portal and return the Quantitative / Pricing schedule by uploading it within the relevant section; all other scanned documents should be uploaded to the qualitative schedule section or other specified section.whg’s expectation is for the Service Provider to help them benefit their customers and their local communities through the creation and delivery of employment and training opportunities and other community benefits.

The fixed term Contract will commence on or around the 1.4.2019 for an initial period of 3 (three) years. The contract will be extendable up to a maximum of 3 (three) years by one or more extensions of whatever period(s) whg specifies subject to satisfactory performance by the provider. For example: 2+1. The total contract term will not exceed 6 (six) years.

Section III: Legal, economic, financial and technical information

These services are being tendered in line with The Public Contracts Regulations 2015. In order to ensure your company possesses the necessary economic and financial capacity to perform the contract your company will be required to show an annual turnover of 10m GBP for the last 2 years. Copies of your accounts for the last 2 years will be required.In addition a credit check will be carried out, should this financial assessment highlight a risk of business failure then more information may be requested e.g. bank letter. whg will require the following levels of insurance: Professional Indemnity 2m GBP; Employers Liability 10m GBP, Product Liability 10m GBP and Public Liability 10m GBP. You will be asked in your bid to agree that if not currently held, you are willing to meet the levels if successful.

Your company will be expected to hold ISO9001 (UKAS Quality Management) and ISO14001 or equivalents. Evidence will be required, any company found not to hold the relevant certification/accreditation will be disregarded from the process and not progress further.

III.2.2) Contract performance conditions
The successful contractor will be required to comply with Key Performance Indicators and clearly defined Customer Service Standards in the delivery of the services and against which the performance of the contractor will be judged. Compliance with Key Performance Indicators and Customer Service Standards will be instrumental in the decision whether to annually renew the contract. The Contractor will be required to participate in achieving social value objectives in training and recruitment in the delivery of services.

In order to provide flexibility in the tendering process, separate tender processes will be sought for the Communal Cleaning Services and Grounds Maintenance Services required by whg at this time. Tenders will be evaluated separately however this gives the opportunity for those companies that can provide both services to achieve economy of scale in tendering for both. In the event that a contractor is successful in securing both Contracts, that contractor will be expected to agree to non contractual added value as a compensation, this will be in the form of a discount to rates. In the event that a Tenderer is successful in being awarded both contracts discussions will be entered into to clarify possible discounts to reflect Economies of Scale that can be achieved. This will not disadvantage any Tenderer as discussions will only be entered into on award of contract. whg reserves the right to consider the option at some stage during the contract period to possibly remove certain elements from the scope of the grounds maintenance services contract and to have this work undertaken directly by the property service teams of whg.
