II.2.4) Description of the procurement
Contract award for the provision of primary enhanced services for the GP practice population of North East Essex, commencing 1.10.2019.
The CCG and GP Primary Choice Ltd will work collaboratively with members of North East Essex Health and Well-being Alliance and primary care partners to ensure delivery of the service objectives and the standards and outcomes for the primary enhanced service are achieved.
The clinical services to be included within this contract are as follows:
1) Anti coagulation;
2) Deep vein thrombosis (DVT);
3) Minor injury;
4) Wound care;
5) Long acting injectables and shared care;
6) Drugs monitoring;
7) Adults and children’s community phlebotomy;
8) End of life services (my care choices);
9) Physical health checks for people with serious mental illness.
The CCG reserves the right to include leg ulcer care within this contract at a later stage.
The contract duration is 4 years with an option to extend for 3 further years. The 16 353 757 GBP value relates to the entire 7 years.

IV.1) Description
IV.1.1) Type of procedure
Award of a contract without prior publication of a call for competition
Justification for selected award procedure:
The works, supplies or services can be provided only by a particular economic operator for the following reason: absence of competition for technical reasons
Explanation
A Voluntary ex ante transparency notice was published on 3.5.2019. Within the Transparency Notice, the CCG explained that it firmly believes that the existing provider and supporting partners are uniquely placed to deliver the specifications and vision of the National, STP and CCG primary care strategies. This is in line with the national drive for integrated care systems and suitability and transformation partnerships.
GP Primary Choice Ltd (GPPC) is a primary care provider company based in North East Essex owned by 32 GP Practices in the locality. The CCG is of the view that working with the incumbent provider, GP Primary Choice Ltd, who is a member of the North East Essex Health and Well-being Alliance, will be the best solution to provide an affordable, sustainable and fully integrated primary enhanced service for the population of North East Essex. The North East Essex Alliance Board is also of the view that GPPC is the only provider within the alliance that has the requisite expertise and capacity to deliver the totality of services included within the contract. This approach also enables the CCG to mitigate the identified risks of having to potentially transfer the service outside of primary care and prevents any disruption in primary care by having to change processes and allows the CCG and the provider to focus on local collaboration.
Consequently, There is absence of competition for technical reasons and GPPC will work collaboratively with members of North East Essex Health and Well-being Alliance and primary care partners to ensure delivery of the service objectives and the standards and outcomes for the primary enhanced service are achieved. This approach builds a resilient community by engaging system-wide providers in the delivery of the services and provides a framework to facilitate sharing of workforce, supporting recruitment and retention and promoting the objectives of integrated care system work.
This approach will also ensure continuity of service provision for anti-coagulation, DVT, minor injury, wound care and children’s and adults community phlebotomy. This continuity supports the ability to increase service provision in line with the additional services listed in the description above through strong sub-contracting relationships with GP providers in NEE, without causing disruption and increased complexity through mobilisation of alternative provision.
