Abstract

Blackburn with Darwen Borough Council (BwDBC) is seeking to appoint a Design Team to:

(i) develop and deliver the project to redevelop and refurbish the Blakey Moor Terrace (No 11-27), in the centre of Blackburn;

(ii) with an option to support development of refurbishment and restoration schemes as required for private properties eligible for grant funding.

BwDBC successfully applied for Stage 2 funding from the National Lottery Heritage Fund’s (NLHF, former HLF) Townscape Heritage Project in 2016, with the Blakey Moor Terrace identified as the Priority Project and a key commercial opportunity.

BwDBC have recently secured full ownership of the included properties, and subsequent options appraisals were carried out that built upon the high level development appraisals carried out prior to applying for funding.

BwDBC now wishes to seek competitive fee submissions from suitably qualified architecture -led Design Teams to develop the Blakey Moor project from RIBA Stage 2 up to RIBA Stage 7, to obtain planning consent, provide support to the client through consultation with NLHF, preparation of a Townscape Heritage grant funding application, and subject to confirming match funding, to procure a contractor and develop the proposals through to delivery onsite.

Subject to securing funding, the total budget for delivery of the Blakey Moor Terrace is expected to be in the region of 1 300 000 GBP-1 400 000 GBP (inclusive of all costs and fees but excluding VAT).
