  DFID through the Delivering accelerated family planning in Pakistan (DAFPAK) 90 000 000 GBP programme seeking to meet the need for Family planning (FP) services. Of this, 30 000 000 GBP of this will be provided over 2 strands to this requirement, which DFID will use lots to fulfil.
  Lot 1: PO 8326.
  Behaviour change communication will use formative research to understand individual, couple and community-wide drivers of, and barriers to, continued use of FP and inform a comprehensive approach to increasing awareness of, demand for and continued use of modern contraception. The overall budget for this lot is 13 000 000 GBP.
  Lot 2: PO 8327:
  Strengthened quality of public service provision to increase quality, quantity and method mix of family planning services in public facilities through provision of related technical assistance, trainings, etc. The overall budget for this lot is 17 000 000 GBP.

    To provide technical assistance to lead and expand BCC services to target the barriers to using modern contraceptives. The services will comprise of multi-channel, multi-message, tailored behaviour change, incorporating cost effective strategies such as use of positive deviants. The specific approaches will be informed by research funded by this programme component early in its implementation.

The estimated value excludes VAT on the assumption this may not apply, however the lot values defined, including any extension, are the maximum budget for the contract, therefore if VAT applies this should be included within the values stated. DFID reserves the right to scale back or discontinue this programme at any point in line with the terms and conditions of this contract. DFID may also scale up the programme should it prove to have a strong impact and has the potential to yield better results.

    II.2.4) Description of the procurement
    We will deliver through a competitive tender to deliver the requirement in Pakistan to provide services to increase quality, quantity and method mix of family planning services in public facilities through provision of related technical assistance, trainings, etc. In existing public health/FP facilities client-centred counselling will be improved to address concerns about side effects, provide more client empathy, and offer a wider range of methods. Procurement will take place through the EU OJEU system. DFID has undertaken design market engagement and encourages interest and participation from suppliers with the appropriate capacity and capability. Project delivery details will be finalised in the lead up to implementation.
