Abstract

Aberdeen is 1 of the several Living Lab cities for Civitas’ Horizon 2020 PORTIS project aimed at encouraging sustainable urban mobility. Aberdeen City Council has begun to implement a transport strategy as part of the Civitas Portis to improve the city’s transport system. The scope of this particular project is part of the European Union (EU) Civitas Portis Project and as such this procurement receives funding through the EU’s Horizon 2020 research and innovation programme, under the grant agreement 690713. The EU is however not participating as a contracting authority in this procurement.

This commission is to design, develop and deploy an interactive multimodal journey planning tool for the Aberdeen City Region, which incorporates operational data sets into the journey planning process, ready for launch in February 2020. The successful tenderer shall subsequently design augmentations to this first iteration of the product by means of a co-design process. This co-design process shall be undertaken through engagement with potential users of the journey planning tool, across a range of transport interests and demographic groups, carrying out a series of at least 2 further ‘design sprints’ informed by this process. Design extensions to the core product shall be reviewed against the overall Civitas Portis project objectives, and the objectives of this specific measure, by the successful tenderer. Following the delivery of these key milestones, the successful tenderer shall assume post-deployment system management and support services for the tool. Further ‘design sprints’ to enhance the functionality of the tool will also be considered. In this respect it is expected that the successful tenderer shall develop the journey planning tool using an agile methodology, with the first iteration of the core product developed in a manner which allows additional features of the tool to be developed and deployed in agile design ‘sprints’.
