Abstract

This is an excellent opportunity for a provider to work for East Staffordshire CCG to deliver core community services for all ages and all people registered with one of the 18 East Staffordshire GP practices. We are looking for a provider who can deliver high quality community services which are:

— patient centred,

— responsive,

— in line with NHS Quality standards (Schedule 4 NHS Standard Contract),

— safe,

— sustainable.

East Staffordshire Clinical Commissioning Group (CCG) is responsible for the commissioning of healthcare services for 144 000 patients across the Burton upon Trent and Uttoxeter area. The successful provider will be working in partnership with other stakeholders across the system to deliver these services and ensure a smooth transition for patients and staff from the current provider whilst also providing equity of access across the geographical footprint including inner city and rural areas to:

— reduce health inequalities,

— provide effective management of patients in the community,

— provide sustainable and empowered teams to provide services for patients whilst being at the heart of our communities,

— enhance community care at pace to enable people to live independent lives and avoid unnecessary and costly emergency episodes,

— provide a sustainable workforce.

The services are a range of core community services (including current in reach community services at HMP Dovegate). These are services for all ages and for all patients registered with one of the 18 GP practices across East Staffordshire CCG:

1) Specific community specialist and generalist nursing services;

2) Intermediate care/rehabilitation services/therapies;

3) Community children's services.

Service category: indicative services included in scope but not limited to are:

Community nursing: all ages: community matrons, community district nursing, rapid response;

Specialist nursing: all ages: dietetics nutrition support, palliative team, adult ability team, continence service, tissue viability, clinical nurse specialist learning disabilities — primary care

Intermediate care/rehabilitation services/Therapies: all ages unless otherwise stated: musculoskeletal intermediate service (MIS), community therapies and falls, stroke rehabilitation service, podiatry service, enteral feeds, physiotherapy for adults with a developmental disorder (PADD), speech and language therapy — adult learning disability), care coordination centre.

Community children's services: paediatric physiotherapy, paediatric enteral feeds, paediatric speech and language therapy.

We are seeking tenders from organisations who share the STP ambition for Staffordshire and Stoke on Trent and are willing to work with us to deliver high quality, core community services and to gain the benefits that this will bring in relation to positive health outcomes for patients, improved carer and patient experience and the realisation of efficiencies in the community services, all within the financial envelope. This contract is for a maximum of 9 166 490 GBP per annum (based on 2019/20 prices) which will be adjusted for future inflation and efficiency in line with NHS national guidance. This is a block arrangement which means the overall fixed value will not be adjusted for changes in Activity levels.

An exciting opportunity has arisen to deliver community services for East Staffordshire CCG. We are looking for an established, innovative provider, who will be responsible for the coordination and delivery of all community services, inclusive of all ages, across the East Staffordshire geographical footprint.

The successful provider will need to ensure stability and rigour in the delivery of high quality, sustainable services as they are today, whilst also working to progress towards the vision for integrated community services in the Staffordshire and Stoke-on-Trent STP and the NHS Long Term Plan. The contract is for a period of 2 years with an option to extend for up to 1 year.

Light touch regime services: This procurement is for clinical services which are light touch regime services for the purpose of the Public Contracts Regulations 2015 as specified in Schedule 3 of the Regulations (‘Regulations’). Accordingly, the contracting authorities are only bound by those parts of the regulations detailed in Chapter 3 Particular Procurement Regimes Section 7.
