Extreme urgency brought about by events unforeseeable for the contracting authority and in accordance with the strict conditions stated in the Directive
Explanation
Series of service level failures causing major risks to the Council along with increased charges proposed by the contractor to extend the contract. The contractors terms for an extension aligned with the service issues constituted a medium probability, high impact risk for the Council.
