Abstract

Swansea Council has awarded a contract to a provider for a early intervention services which has the potential to do more to promote safety and wellbeing than reactive statutory services at Level 4. It is also anticipated that early intervention services will reduce demand and support the financial sustainability of Specialist Services delivered by Child and Family Services, Education, Health and other statutory partners. Reviews of the service have influenced national and local policy and encouraged local authorities and statutory partners to provide families an early offer of help. Where families need help and support from many different agencies, effective multiagency working is essential; it assists practitioners and managers to put children and their families at the centre of holistic, co-ordinated and seamless service delivery. This need is often assisted by the formation of key worker teams to assess and co-ordinate support. The Service Purchaser is developing Early Help Teams for children at risk of harm because of neglect or abuse. What it does not have is a Targeted Service that can support families where the vulnerability is primarily (not solely) due to their child’s disability, illness and / or ALN. The Service is intended to fill this gap.
