VI.3) Additional information

Transport for Wales (TfW) is a not for profit company, wholly owned by the Welsh Government. We exist to drive forward the Welsh Government’s vision of a high quality, safe, integrated, affordable and accessible transport network that the people of Wales are proud of and are key to delivering the Welsh government’s key themes as set out in prosperity for all: the national strategy.

Over the next few years, Transport for Wales Rail Services will be delivering major enhancements and improvements across the Wales network, including:

a) Delivering a GBP738m upgrade of the Core Valley Lines out of Cardiff to create the ‘South Wales Metro’, enabling a near doubling of services by 2023

b) Replacing every train in the fleet – 95% of which will be newly built – increasing capacity across the network by over 65%

c) Establishing a true 7 days a week service on the network – increasing the number of services on Sundays by 22%

d) Investing over GBP200m in station improvement works – along with the construction of 6 new stations by 2023.

These changes provide an exciting opportunity to develop new media locations and increase the sellable value of the estate.

Transport for Wales (TfW) has a media estate consisting of 420 on-board train sites, 48 O.O.H Railway bridge / infrastructure sites, 371 assorted size O.O.H advertising sites on its stations, and opportunity for experiential / pop up sites across the network.

The potential Lot structure of the TfW Media Advertising Framework is detailed below;

Lot 3 – EXPERIENTIAL / POP UP SITES

Through the proposed Framework, TfW will be seeking a partner(s) to work closely with us as we change the network in future years.

TfW would like the successful supplier(s) to upgrade the estate to a digital network within 12 months of award of contract. It is anticipated that this will be a concessionary contract and therefore the capital is to be invested by the supplier and depreciated to a zero value over the term of the contract.

Successful suppliers (or their proposed subcontractors) will need to be RISQS qualified for the appropriate codes identified in Appendix 1 (which can be found in the Additional Documents section of the PIN). Suppliers will be permitted to bid for Lots whilst they are working towards obtaining the relevant RISQS product codes, however must be qualified prior to contract award.

Transport for Wales seeks Expressions of Interest from suppliers capable of providing such services across the estate, sharing revenues with TfW on a percentage basis. The anticipated contract term would be 5 years. It is anticipated that this will be a concessionary contract.
