As part of the Core Valley Lines (CVL) Transformation programme, Transport for Wales (TfW) will need to undertake a substantial programme of de-vegetation, fencing and landscaping. TfW in partnership with its Operator and Development Partner (ODP) are currently undertaking surveys to establish the full extent of the works required for the CVL Transformation and therefore, at this stage in the process TfW is seeking Expressions of Interest from suppliers capable of Vegetation Management, Fencing and Landscaping Works across the CVL network, the City Line and the line to Penarth. Further information in Annex 1(attached to this PIN).
These Works could potentially incorporate the following:
-Vegetation management to prevent growth within 6m of the nearest running rail to meet standards for electrification, track redoubling and troughing;
-Installation of fencing to maintain railway boundary
-Landscape planting to allow TfW to meet requirements of the Varley Review, Annex 2
Anticipated that required works will be divided into Lots for a) Vegetation Management and Fencing Works combined across the CVL network, with each Lot dealing with specific route sections and b) Landscape planting across the CVL network, City Line and line to Penarth to meet requirements of the Varley Review.
Any Framework Agreement / Call-Off off contract will be based on the Engineering and Construction Contract (ECC) NEC3 with some TfW specific Z clauses. If you are not experienced in the use of NEC, it is suggested that you familiarise yourself with this form of contract.
Suppliers will need to be RISQS qualified for the appropriate codes identified in Annex 3. Suppliers will be permitted to bid for potential Lots whilst they are working towards obtaining the relevant RISQS product codes, however must be qualified prior to any potential contract award.

Your response, or non-response will not in any way preclude you from any potential tender process. It is anticipated that a Contract Notice will be issued in September/October 2019, but the extent of the works will be dependent upon the results of the surveys which are currently being undertaken on a phased approach in line with the transformation design programme.
