Explanation
Sussex Police and Crime Commissioner (Sussex PCC) contracted blue lights digital (BLD) via the DOS 2 CCS framework (the ‘Framework’) in July 2018 to design and develop a web-based digital intelligence and investigation capability assessment toolset (DAT) to provide policing and partners with the ability to constantly assess their ‘as-is’ digital intelligence and Investigation capability (the ‘Contract’). The Contract was awarded to BLD following the assessment of proposals under the terms of the Framework. The Contract included the provision of level 3 and 4 support, with the option for level 1 and 2 support to be added should Sussex PCC require this. The DAT is now live and has experienced larger than anticipated uptake, with 31 police forces attempting to complete assessments to date. Sussex PCC are not looking to purchase a new system, but wish to vary the existing contract with BLD to now include level 1 and 2 support as anticipated, as well as the technical remediation of the DAT needed to ensure optimum system performance.
This VEAT notice is to notify the market that Sussex PCC will be modifying the Contract with BLD to include level 1 and 2 support and to allow for the technical remediation of the DAT. The change will mean that the stated Contract value will be exceeded and the revised overall contract value will amount to 794 000 GBP. Sussex PCC is of the view that the Contract allowed for the proposed variation to include the provision of Level 1 and 2 support in clear, precise and unequivocal terms and that the proposed variation will not alter the overall nature of the Contract. Sussex PCC has also considered that in light of the advanced stages of development of the DAT, that there is an absence of competition for technical reasons as further development activity is required to enable the completion of the first round of assessments. For these reasons, and to limit any potential service disruption to end users, Sussex PCC is not seeking proposals from framework suppliers as it would not be feasible to transition the end-to-end support of the DAT to a new supplier at this stage. Sussex PCC intends to subsequently procure the long-term provision of the tool, subject to stabilisation and confirmation of funding for the sustainment model.
A copy of the revised contract with the confidential information redacted can be provided upon request to Jennifer Hepp whose details are provided in paragraph I.1 above.
