City of Wolverhampton Council had planned to carry out a service review and finalise this by end of February 2020 and for a procurement exercise to commence from April 2020 so that a new review a new service would be in place by September 2020. However due to extreme urgency priorities brought about by Covid-19 pandemic, it has not been able to conclude the review to meet the time scale. There are children and young people who are mid-way through their treatment plans and this interim arrangement will provide continued service while the procurement activities take place.

The procurement falls outside the scope of application of the Directive

Explanation:

In accordance with EU procurement regulations, the Council is issuing this VEAT notice to advise of the direct award to the provider detailed within this notice. The Council is committed to providing value for money Emotional and Well being services that enable people to live as independently as possible within the community. Due to extreme urgency priorities brought about by Covid-19 pandemic, it has not been possible to conclude the service review and meet the timescale. There are vulnerable children and young people who are mid-way through their treatment plans and this interim arrangement will provide continued service while the procurement activities take place. This interim provision will run from 1 September 2020 to 28 February 2020..
