Short description
To develop a staying well service (mental health crisis café) in Brighton for adults on the verge of, or experiencing a mental health crisis.
The service will:
• offer an out of hours, accessible, safe, supportive and therapeutic community space;
• improve outcomes and experience for people approaching crisis with their mental health;
• reduce demand on emergency and urgent care services, such as A&E and The Haven.

II.2.4) Description of the procurement
Brighton and Hove City Council (‘the Council’) and Brighton and Hove Clinical Commissioning Group (‘the CCG’) intend to vary the existing contract of community roots: a service for mental health and well-being support (OJEU ref 2019/S 098-238063) to include the Brighton and Hove Crisis Cafe element, with a total additional value of GBP 316 667. It is considered that the proposed variation does not meet any of the conditions set out in 72(8) which would classify the variation as ‘substantial’ and the variation is therefore permitted under reg 72(1)(e). The Council and the CCG are electing to publish this VEAT notice in advance of the award of the contract, to ensure transparency.

The total value of the variation falls below the threshold for service contracts listed under Schedule 3 of the Public Contract Regulations (the Light Touch Regime).
