This agreement should enable Stirling Council in partnership with the SCMA to identify issues, particularly around uptake in areas of high vulnerability and rurality and take steps to address these. Explanation

Procurement Reform (Scotland) Act 2014, Section 12 states:

‘(1) Despite Section 8, a contracting authority may award a contract for a health or social care service without seeking offers in relation to the proposed contract.’

As child minding has previously been identified as a care service and it is our contention that the SCMA is the sole organisation in Scotland who can provide the service required in terms of engaging with, supporting and ensuring suitability of childminders, Stirling Council intend to contract with the SCMA.
