Section IV: Procedure
IV.1) Description
IV.1.1) Type of procedure
Open procedure
- Accelerated procedure
Justification:
The initial competition for this requirement was stood down on 20 March 2020 due to the current Covid-19 outbreak. Whilst the contracting authority responded to the Covid-19 outbreak immediately, the contracting authority understands that our early proactive attempts to sustain service coverage using existing contracts have been unsuccessful. The current contract will come to its natural end at the start of September 2020. The time required to run a competition using the open procedure would have resulted in a gap in service creating an intolerable risk to our customers. This contract is vital to address essential statutory requirements of the contracting authority which, directly and indirectly, impact the health, safety, mental and physical wellbeing of our customers, including those whom may be vulnerable or at risk given the ongoing Covid-19 outbreak.
