South Tees Development Corporations (STDC) is seeking to establish a demolition contractors framework (‘Framework’) to address the demolition of a very large inventory or former iron and steel making assets, further to the closure of SSI UK on Teesside in 2015 and the subsequent acquisition by STDC of extensive landholdings for the purposes of carrying out major economic regeneration in line with its published master plan.

Information on the nature and scope of the works required under the Framework are provided in the published instructions for tendering documentation, with includes a selection questionnaire that forms the basis of the first stage in this procurement.

The Framework that is the subject of the procurement will be structured in two lots.

Lot 2 will be utilised to deliver various demolition projects, including: secondary and peripheral assets connected with the primary asset complexes, conveyors, pipe bridges, smaller buildings, lighting towers and any highway and/or rail bridges requiring of demolition. Lot 2 is also likely to be used as the sole source for delivering any required demolition projects at Teesside International Airport, linked with potential new developments.

The procurement involves the establishment of a framework agreement with several operators.

Envisaged maximum number of participants to the framework agreement: 12

Justification for any framework agreement duration exceeding 4 years: The Framework scope includes large, complex industrial facilities, with long delivery timescales. The site is a CoMAH Upper Tier installation. Major decontamination and HV diversionary works are required to enable demolition delivery. The requirements of existing and new operational businesses need to be considered. Unforeseen delays are therefore likely, and programme flexibility essential.

VI.3) Additional information

It is the intention that the Framework will operate for a minimum of 4 years, commencing in January 2021 (subject to change), with the option to extend by up to 2 years. The option to extend may be exercised in 1-year increments.

The initial 4-year period of the Framework will run from January 2021 to December 2024 (subject to change). In terms of extensions, if awarded and based on these dates, the Framework would conclude in December of either 2025 or 2026 (subject to change, dependent on Framework commencement date).

As well as STDC, the Framework may be utilised by other, related organisations, including: Tees Valley Combined Authority (TVCA), South Tees Developments Ltd, South Tees Site Company Ltd (STSC), South Tees Enterprises Ltd, Teesworks Ltd, Teesside International Airport Ltd and any other group company of any of these organisations.

Tendering organisations are at liberty to apply for either or both lots at the selection questionnaire (SQ) stage in the procurement process. However, no tendering organisation will be appointed to both lots. Nor will any tendering organisation be shortlisted, following completion of the SQ stage, to tender for both lots.

The estimated expenditure values under each lot are subject to variation, as is the split on expenditure between each lot.

Any resulting contract will be considered as made in England according to English law and subject to the exclusive jurisdiction of the English courts. All discussions will be in English.

The contracting authority does not bind itself to accept the lowest or any tender and reserves the right to cancel this procedure at any time.

The selection criteria are provided in the instructions to tendering organisations documentation, which includes the selection questionnaire. Contract award criteria will be provided in the invitation to tender documentation.

The contracting authority shall not be liable for any costs incurred by those expressing interest in or tendering for this opportunity.

Successful tenderers will be required to give undertakings that they will comply with all UK and EU legislation, standards and applicable guidance.
