Justification for selected award procedure:
The procurement falls outside the scope of application of the Directive
Explanation
As a result of Covid-19 the purchasing authority arranged emergency flights to ensure the safe return of British Nationals from different parts of India. To ensure British Nationals were able to get to the airport in the midst of a nationwide lockdown, the purchasing authority had an urgent requirement for suitable ground transportation that picked British Nationals up from various locations across the country and ensured they arrived at the airport safely and on time to board the emergency flights. Therefore the negotiated procedure without prior publication was utilised under Regulation 32(2)(c) of the Public Contract Regulations 2015 and in line with PPN 01/20 on the basis that for reasons of extreme urgency brought about by events unforeseeable by the contracting authority, the time limits for the open or restricted procedures or competitive procedures with negotiation could not be complied with.
