VII.2) Information about modifications
VII.2.1) Description of the modifications
The current LUPC security services framework was awarded in September 2016 for an initial 3-year term with an option to extend for a further 1-year term. The 1-year term was exercised with a framework expiry date of the 18 September 2020.
Due to the current ongoing situation with the Covid-19 outbreak we have called on Regulation 72 (1) (c) to extend this framework for 12 months. Consideration in extending the existing arrangement has been given to help businesses continue to deliver services to our Members and reduce the pressure on the supply chain at this critical time to allow time for the recovery of operations for resource and logistical reasons which the current situation is prohibiting. It is deemed that requesting businesses to complete lengthy and complex tenders over the coming months where resources may be at reduced levels could be unfair to the market.
The LUPC seek to generate appropriate levels of competition within the market to ensure the very best value for money for our members. This is not something we believe can be achieved in the short term as businesses continue to make the difficult decision to reduce their operations and staffing levels. LUPC intends to deliver a replacement framework agreement for this current framework agreement as quickly as possible after the initial Covid-19 impact. LUPC confirm that the modification does not change the overall nature of the framework and the modification will not exceed 50 % of the original contract value.

Due to the current ongoing situation with the Covid-19 outbreak we have called on Regulation 72 (1) (c) to extend this framework for 12 months as per section VII.2.1) of this notice.
