Leicestershire County Council (the Council) is conducting a procurement to establish a Dynamic Purchasing System (DPS) in accordance with the Light-Touch Regime requirements of the Public Contracts Regulations 2015.
The Council is asking providers to join the Leicestershire Children and Families Services Gateway2Resources (G2R) Dynamic Purchasing System (DPS) to supply supported accommodation placements to Leicestershire’s Looked After Children (LAC), Care Leavers, Unaccompanied Asylum Seeking Children (UASC) and Young People (at risk of homelessness) not owed a social care duty between the ages of 16-18.
The Council wishes to work collaboratively with Providers to ensure that placement requirements for Leicestershire’s LAC cohort can meet demand and need. We are requesting that providers apply to join the DPS and work with the Council’s vision to ensure that Leicestershire's young people can live locally and are offered high quality, value for money placements.
This DPS will form part of the Council's Gateway2Resources (G2R) commissioning model. The first phase of G2R focused on requests for Residential Children's Home Placements (category 1) and Independent Fostering Services (category 2) through a DPS which commenced 1 February 2020. This procurement is the second G2R phase and will consist of two categories; supported shared accommodation for young people aged 16+ (category 3a), and; independent accommodation with floating support for young people aged 16+ (category 3b).
other local authorities may also choose to use the DPS in the future which will increase the estimated contract value significantly.
The deadline for receipt of tenders for the DPS Round 1 is 12.00 21 September 2020.

Shared accommodation for young people over the age of 16 who need a high level of support to live independently. The accommodation is staffed 24 hours per day, 7 days per week by supervisory staff or support workers who are present to provide advice and support to the residents.
When the Council wishes to purchase services via the DPS it will do so by conducting a call-off process. The Council will apply filters to the providers in the relevant category (lot) on the DPS, in order to select a sub-group of providers to which the Council will issue a G2R placement request. Providers will be tiered by geographical location tier 1: local, tier 2: out of County. Once the appropriate tier has been selected the Council, where required, will apply further filters to the list based on the types of placement providers can offer as outlined in their core offer.

Leicestershire County Council (LCC) will ensure information on the award of the contract is communicated to all tenderers. Tenderers who are unsuccessful shall be informed by LCC as soon as possible after the decision has been made as to the reasons why the applicant/tenderer was unsuccessful. If an appeal regarding the award of the contract has not been successfully resolved, the Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or are at risk of harm by breach of the rules to take legal action. Any such action must be brought within the applicable limitation period. Where a contract has not been entered into the Court may order the setting aside of the award decision or order for any document to be amended.
