II.1.4) Short description
Renfrewshire Council is seeking to negotiate with current providers who deliver a care at home and/or housing support service within a supported living model in Renfrewshire.
The scope of services to be provided under the advertised arrangement falls within the definition of social and other specific services in Schedule 3 to the Public Contracts (Scotland) Regulations 2015 (‘the Regulations’) and therefore the procurement process shall be subject to the requirements of section 7 of the Regulations. Any application of or reference to other regulations unless clearly identified is not to be implied and should not be construed as applying any of them to the exercise or bringing any of them into force. Tenderers are asked to note that Regulation 75(2) of the Regulations applies to this exercise. Accordingly, this service will be awarded to parties already identified using a form of the negotiated procedure developed in accordance with Regulation 76(8) of the Regulations.

Explanation
The procurement process was conducted in accordance with the Public Contracts (Scotland) Regulations 2015 using an above EU threshold negotiated procedure for contracts for social and other specific services. The procedure was the subject of a transparency/publicity notice to the market and was despatched via the Public Contracts Scotland portal and published in OJEU informing the market of the Council’s intentions to enter into individual contracts with existing organisations.
