Abstract

Anglesey suffers from a lack of traffic free pathways suitable to the needs of the island’s inhabitants. Many communities are only connected by busy roads, leaving residents dependant on cars. In addition, the south of the island is becoming increasingly congested during the tourism season in the summer, placing strain on the island’s infrastructure, while the centre and north of island have somewhat failed to benefit from tourism. The creation of a multiuser, traffic free pathway to connect these communities has been proposed as a means of providing options for people to travel and exercise away from traffic, easing traffic pressure on the south of the island while bringing economic benefits to the centre and to the north. 3.3 The creation of a proposed new Anglesey greenway would involve the development of a traffic-free path, co-located within a “linear park” in the form of an adjacent area of habitat restoration and creation, including hedge laying and tree planting. This would support the delivery of direct biodiversity benefits, creating wildlife corridors and linking habitats along the route. It would also support improved access to nature, as it will be fully accessible to wheelchair users and pushchairs in so far as it is reasonably and practically possible. Menter Môn has secured funding from the Welsh Government, via Ynys Môn County Council, in relation to ‘A new Green Spine to Anglesey for Health, Economy, Access and Biodiversity through Localisation and Lifestyle’ and are now looking for a suitably qualified contractor to deliver the following: • Work with the project steering group and wider stakeholders to gain an understanding of the project parameters, the opportunities and the challenges • Prepare briefs and manage procurement exercises in relation to the technical design exercise and capital works • Prepare outline plan with visuals for the project that can be used as a ‘brochure’ to communicate the broad vision for the project to a range of stakeholders. This should also include ‘exemplar’ interventions in order to communicate the overall intentions • Prepare project plan to be agreed with the Project Steering Group and update as and when required. • Build on the work completed as part of a preliminary study and undertake an investigation of the entire route. • Identify multiple route options where there is uncertainty regarding access, conservation, or ownership issues. • Prepare technical designs for a range of interventions. These will include but not be limited to those that have already been identified. These should be developed up to concept stage and in sufficient detail to provide outline costs for future grant applications. For the purpose of costing the project we would envisage in the region of 10 interventions. • Undertake an assessment of the economic benefits of creating a route across the island based on evidence from similar schemes in the UK. The study should also provide examples which can help support the study. • Provide an indicative cost for completing the entire route based on the cost of similar schemes. This would help inform the next stage of the project but further work would be undertaken to develop detailed costings.
