Leicestershire County Council (the Council) is conducting a procurement to establish a Dynamic Purchasing System (DPS) in accordance with the Light-Touch Regime requirements of the Public Contracts Regulations 2015.
The Council is inviting Providers to join the Leicestershire Holiday Activities and Food (HAF) Programme Dynamic Purchasing System (DPS) to supply holiday club places to children resident in Leicestershire who are eligible to receive benefits-related free school meals. HAF holiday provision is for school aged children from reception to year 11 (inclusive).
The offer of free HAF holiday club provision will be available to all Leicestershire children in receipt of benefits-related free school meals. However, it is not expected that all eligible children will take up the offer of HAF holiday club places as attendance is voluntary.
We are seeking provision to be delivered across the County and particularly targeting areas of greatest need. The holiday clubs will take place during the Easter, Summer and Christmas school holidays.
Holiday club provision must provide each child with; a healthy meal; engaging and enriching activities; opportunities to be physically active; nutritional education. Provision must also ensure that each child’s family develop their understanding of health and nutrition, and are signposted towards other information and support, for example, health, employment, and education

It is intended that the DPS will commence on 1st November 2022 and that it will be in place initially for 2 years and 2 months (ending 31st December 2024) with the option to extend for up to a total of 36 months in 12-month increments. The maximum end date of the DPS will be 31st December 2027.

Precise information on deadline(s) for review procedures:
Leicestershire County Council (LCC) will incorporate a minimum 10 calendar day standstill period at the point of information on the award of the contract is communicated to Tenderers. LCC will ensure information on the award of the contract is communicated to all Tenderers. Tenderers who are unsuccessful shall be informed by LCC as soon as possible after the decision has been made as to the reasons why the applicant/ tenderer was unsuccessful.
If an appeal regarding the award of the contract has not been successfully resolved, the Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or are at risk of harm by breach of the rules to take legal action. Any such action must be brought within the applicable limitation period. Where a contract has not been entered into the Court may order the setting aside of the award decision or order for any document to be amended. The purpose of the standstill period referred to above is to allow the parties to apply to the Courts to review the award decision before the contract is entered into.
