Abstract

This speculative notice comes under the People and Skills pillar which prioritises the following missions: Mission 9. By 2030, pride in place, such as people’s satisfaction with their town centre and engagement in local culture and community, will have risen in every area of the UK, with the gap between the top performing and other areas closing. Mission 1. By 2030, pay, employment and productivity will have risen in every area of the UK, with each containing a globally competitive city, with the gap between the top performing and other areas closing. Mission 6. By 2030, the number of people successfully completing high-quality skills training will have significantly increased in every area of the UK. In England, this will lead to 200,000 more people successfully completing high-quality skills training annually, driven by 80,000 more people completing courses in the lowest skilled areas. Mission 7. By 2030, the gap in Healthy Life Expectancy (HLE) between local areas where it is highest and lowest will have narrowed, and by 2035 HLE will rise by five years. Mission 8. By 2030, well-being will have improved in every area of the UK, with the gap between top performing and other areas closing The Caerphilly Employability Team are looking for organisations who can provide a package of support for young people aged 16-24 years old, resident in Caerphilly Borough over the period to March 2025. Support must encompass education, employability and engagement provision to enhance and complement our existing employability-based provision under People and Skills, whilst not duplicating support under either People and Skills or Welsh Government funded C4W+ programme. This support should be designed to engage and support economically inactive young people with challenging or complex needs, who are furthest away from the labour market. The successful provider should be able to demonstrate proven experience, specialism and expertise to support in a trauma informed way with proven employability related outcomes for young people with for example, with experience of care, criminal justice, mental ill-health and additional learning needs. This package of support must be designed to complement and work towards NEET prevention in CCBC working alongside appropriate partners where able, to target and support a minimum of 50 economically inactive young people per year as above. This relates directly to the People and Skills intervention: W34 - Supporting economically inactive people to overcome barriers to work by providing cohesive, locally tailored support including access to basic skills Employment support for economically inactive people: Intensive and wrap-around one-to-one support to move people closer to mainstream provision and to gain and retain employment, supplemented by additional and/or specialist life and basic skills (digital, English, maths* and ESOL) support where there are local provision gaps. Funding for vocational training for economically inactive people, where the provision is additional to that funded via mainstream provision. Support packages offered may also contribute to other relevant People and Skills interventions, but should not be solely focused on, for example: W36 - Activities such as enrichment and volunteering to improve opportunities and promote wellbeing.
