Abstract

Hammersmith & Fulham Council supports London ‘Fast-Track Cities initiative’ to end new HIV infections by 2030 in the capital and eliminate discrimination and stigma associated with the condition.

The provider will need to:

deliver universal and targeted campaigns and literature aimed at reducing the acquisition and transmission of sexually transmitted infections (STIs)

deliver mixed universal and targeted support services aimed at reducing inequalities and improving sexual health outcomes including counselling and group work activities

provide support and outreach to residents to address their needs, including specific support for self-management for people living with HIV, or for people engaging in risky behaviours

The Service

The provider will encourage early access to primarily sexual health services and provide bespoke packages of care for those who may experience additional stigma and discrimination. These residents include:

LGBTQ+ people

disabled people

people living with HIV

BAME communities

people with communication support needs.

The provider will ensure the service addresses the wider determinants of health all of which will be underpinned by a robust delivery model to include:

broadening the support around women’s reproductive health

reducing or working in areas of health inequalities delivering culturally competent campaigns effectively meeting the needs of key target populations

a targeted offer for people with learning disabilities and men who have sex with men

tackling stigma and fear of HIV in parts of the population

supporting an aging HIV population

addressing the specific needs of sex workers 

provide outreach to our communities, using all forms of social media to engage

develop an online service that mirrors the in-person offer.

Bidders will be required to register on the Social Value Portal to enter social value commitments from H&F Themes Outcomes and Measures (TOMs) framework. The Successful Bidder is responsible for paying the Social Value Portal for Management Fee for the term of the contract.

The initial contract period is 3 years, with the option 2 +2 years extensions

This session will provide an overview of the proposed service models and procurement timetable. We would value the opportunity to engage with potential service suppliers before the official tender opening, to hear your comments, suggestions or innovative ideas to assist in realising the aim of providing a cost efficient and high-quality services.

Hammersmith & Fulham Council are tendering for a service to provide sexual health promotion, prevention and outreach for Hammersmith & Fulham residents. As Hammersmith and Fulham have high rates of sexually transmitted infections (STIs), one of our key priorities is to reduce disease transmission—particularly amongst those aged under 25. We are good at early diagnosis of HIV, but we recognise we need to provide support to our population on addressing sexual health behaviour and reduce the transmission of STIs.
