II.2.4) Description of the procurement
Advantage South West is seeking to select, by a competitive tendering process, companies who will be awarded a 4 year Framework (expected to be 1/2/24 – 31/1/28) from which Members will award Contracts for New Build Services. Advantage South West Members will enter into Contracts with the companies for their requirements that may be satisfied directly or via contractors.
Advantage South West’s Members cover a wide geographical area. Suppliers do not need to be able to cover all of this geography, but can indicate the postcodes that they would be able to service. For this reason we are not splitting the framework into geographical “Lots”: this postcode indication is to encourage small and medium businesses to participate. For this reason at this stage we are unable to specify how many economic operators will be on the framework.
During the duration of the framework it will be possible for companies on the framework to add postcodes as their businesses grow.
We expect to award sufficient places on the framework to ensure capacity and competition.
Members will have current arrangements in place for this service, some undertake the work in-house and some may choose not to access this framework.
The maximum spend on this framework has been advertised as £10m, but the actual spend will depend on the Members who need to access it.
It will not be possible to obtain prices for every type of service that Members may wish to specify over the duration of the framework so please be aware that we may require successful companies to add similar services to their scope of work under the framework during its duration.
Advantage South West Members will enter into Contracts for their requirements.
This is a multi-supplier framework for Advantage South West Members. The Members will have the option to access the framework to award contracts. They will be able to direct award to the first placed company, run a desktop pricing exercise, select based on the best match for their requirements or run mini-competitions which may include qualitative questions as well as pricing.

Any further organisations that join ASW will also be able to access the framework.
